"The best" workout program has many realms to consider. First and foremost, regardless of what you choose as your program, always incorporate muscle strengthening and cardio. There are good reasons to building muscle and getting your heart rate up in a cardio workout. Obviously, cardio helps burn calories which will help one lose weight if done correctly. "Cardio" can be done in so many different ways. Explore all of the different options and pick a few that sound fun to you. My sister loves going to different aerobic classes while I love to run outside. Just know, any activity can be considered a good cardio workout as long as you can get your target heart rate up for at least 20 minutes at a time. The muscle training aspect of working out is great by building lean muscle; therefore, one who has lean muscle actually has a higher metabolism than a person who does cardio alone. A person with lean muscle burns 1/3 more calories a day than without the muscle.
But most importantly, to get into a habit of working out, you need to find a program that is fun for you. Fortunately, as I've stated earlier, there are sooo many different ways to get a good workout in. Reason being, you will be more likely to stick to the routine than if it is something you consider work and dread doing.
A final important key that is necessary to allow your body to get in shape is to mix up your workout routines. Find a few different things you like and switch it up about every 4-6 weeks to "keep your body guessing". If you would stick to the same thing for a long period of time, your body gets "used to it" and you will not notice improvement as much as you may initially.

Daily aerobics is the best fat loss exercise.
I like The Step and a weighted vest. V-Max is the best vest.

The most best way is skipping & push-ups. These 2 excercises burns fat more faster & efficient then others.

Long walks and sensible diet - cut out sugar / sweets completely if you can.

Move to jogging only when your weight has reduced a bit.
