what is the medical name for this kind of thing?
when the hand is missing but they have the elbow and you are born with it??

It is rude to call a person by any other name than their given name.

However, since you ask, just keep this as a knowledge. Put it in a corner of your brain:

They are Phthalamide babies, in otherwords, a form of Teriphthalicacid were used for some form of birthcontrol. Later, it was found that it causes birth defects and it was stopped completely.

It is a birth defect. They are no less of a person or not any less in intelligence than any other human being. They are - just "PERSONS".

Amelia is the birth defect of lacking one or more limbs. It can also result in a shrunken or deformed limb.
As far as I know, there is not a more specific medical name.
