I am pretty sure that building materials that contain led got banned in the 70's, oohh i don't know about wrapping paper....... sorry!!

I don't reccommend eating it or dressing in it, if you are burning it, like other garbage the dyes and chemicals cause harmful vapors. Any lead would need a great deal of exposure to be an issue.
