I used to live in University City section and that area is really rising up. A great resource would be www.phillyblog.com to communicate with Philadelphians that would help you out. Another up and coming section is the Fairmount area. Don't be scared by the crime, its mostly concentrated in North Philly and far West Philly.

It really depends how urban you are looking to be. The Northwest (Chestnut Hill, Mt. Airy, East Falls, Germantown) and Northeast are more suburban in feel. You really need a car to get around. Areas that are closer to Center City such as University City, Northern Liberties, Fairmont, Queen Village, Brewerytown, and Soso (South of South St.) have more of a city feel and are doable without owning a car. Any of them would be more reasonable than true Center City neighborhoods like Rittenhouse Square or Washington Square.
My suggestion would be to explore some of the neighborhoods and see what best suits you. Go at different times of the day and check out some of the local businesses. I personally love Queen Village and Fairmont, but different people will go for different places.
As for the crime comments, I have lived in Philadelphia for four years and have never had a problem. Just be smart like you would in any city and don't take unnecessary risks.
Philadelphia is a great town with a lot to offer. I hope you find the perfect place for you.

University City is really nice, although if you enjoy nice restaurants and want easy access to the amazing eateries in the downtown area, I would avoid some of the suburbs (and Northeast Philly).
I personally love the Northern Liberties area. It's hip, up-and-coming, and full of energy. It seems like new restaurants, bars, and coffee shops are opening every day (new personal favorite-- Las Cazuelas at 5th and Girard). It's also walking distance to Old City/downtown. The houses in No. Libs are getting a bit expensive, though, so you might consider looking just to the north of the area in Fishtown. It's not much to look at now, but the housing market is cheap but rising--perfect for someone looking to invest in a first home.

I agree with the new teacher. Northern Liberties is going through a resurgence, so anywhere nearby would be good. there are some great little neighborhood bars and restaurants, and you're not far from old city or Penn's Landing there.

The northeast Somerton, Pine Valley sections. But I moved out last year to Delaware if you do not mind a 40 minute commute theres no sales tax ,low proberty taxes and some nice suburban areas there.

Dont go to philly I grew up in philly for 21 years I lived their and let me tell you its a war zone look at the news the death rate is up to what 300 thats the murder rate .Philly usta be a great place anymore the best that they could do is dig a big hole and burry philly its a pit
