Volver and regresar mean more or less the same they are sinonims
Me gustaría volver el año que viene
Me gustaría regresar el año que viene
Both mean the same: i would like to come back next year
But devolver means to return somethig you borrowed or something you bought for the money you payed.

No, these words almost mean they same, but at the same time they are all completely different.
Volver= To go back.
i.e: Quiero volver a casa=I want to go back home.
Devolver=To give something back.
i.e: Te voy a devolver tu pluma=I will give you back your pen.
Regresar=To go or come back.
i.e: Voy a regresar a casa=I´m coming home/I'm going home.
