1. Open Microsoft Internet Explorer.
2. Click Tools.
3. Click Internet Options.
4. Click the Fonts button at the bottom of the ( General tab )
Ps - If you have a mouse with a wheel, you can quickly and easily increase and decrease the size of your fonts in your browser by holding down the Ctrl key and moving the mouse wheel at the same time...up and down.

Right-cl on the Desktop
cl Settings
Look toward the left, bottom. Is the resolution 600 x 800?
move the slider to the left for resolution to 1024 x 768
cl Apply

If you have just upgraded to IE-7, look at the lower right and click on the magnifiy glass icon to adjust.

if you mean the font size of your windows desktop, rite click on the background and choose "properties", then goto "appearance", from there you can change the font size.
