On a Contour, there's a slanted Torx screw on the top that'll adjust the angle of the housing. If you got it replaced aftermarket it could be a regular Phillips screw, but on original factory housing it'll be a Torx screw.

On cars this old, you should find two adjusting screws on each headllight. They may be accessed through holes in the trim or the trim may have to be removed. Normally one is near the bottom of the bulb and one near the side and the heads are a couple inches in back of the glass surface and a small fraction of an inch out. The screws interact - that is they are not set up to have one move the light up and down and the other right and left, but both work off a pivot point (3 point mount - 2 screws and pivot) Don't move the screws too far or fight with them. They should move easily and if they are stiff may be the fixture mounting screws, not the adjusting screws. The adjustment of big messy headlight units like the 98 Ford Taurus is more complicated and if you have one of those - lots of luck.
