I think women but by a narrow margin. Men just get caught more, oddly. You would think the way we women gossip we would get caught more but no the men just are not that dishonest.

Here's how you think about it. You have a pool of single people, and you have people in relationships. Whenever someone in a relationship, whether M or F, cheats with someone also in a relationship, the "who are the worst cheats?" debate is not affected (figures for M and F each go up by 1, after all).
What you have to think about is, do more men cheat with single women, or do more women cheat with single men?
(In this method, you're not including single people as having cheated - but maybe you should if they know it's an affair.)

I think a cheat comes in many guises & can be male or female...obviously females think they're the worse done by & males think they are. But if we had to actually figure out numbers then I'd say it's the female race...even if it's just because there's more girls than boys on the earth...
I'm female & have been cheated on a few times but I have a friend that never never stays faithful to her Guys...then she wonders why it all starts to go wrong after a couple of months.
I've done a fair bit of cheating too in the past, but I've learned now not to do to others what I don't like done to me.
I reckon a lot of Women try acting the little girl hurt part as though they're all so innocent....makes me cringe a bit....but then I do tend to think a lot like a Guy...I don't look like one though. LOL

Women... based on stats from a year or two ago - something like 10% of men are raising kids (in a marriage or long term relationship) fathered by other men.
In other words, they're paying the bills, for kids not their own... women cheat, get preggers, and then claim its their spouses when its not...

I think it is generally thought that men are worst due to a biological and inate need to (spread their seed). Personally though I seem to know just as many ladies that have cheated as males.

I think that women are better at keeping secrets, they can act the same, where us men tend to change, I guess its equal

In my (limited) personal experience, women are more faithful. I've never been cheated on by a woman, but I have by a man.
