I'm 11, 5 foot 1, 101.5 lbs and I think that my thighs are REALLY fat. They jiggle when I walk. It really bugs me when I have jeans on because my abs are perfectly toned but my legs are disgusting. It looks like my legs are too big for my body.

Don't be to hard on yourself. Building muscle melts the fat. Try Lunges and squats. Try not to eat alot of greasy foods. But, trust me your only eleven your body will keep changing. What seems odd to you now will be perfect later.

Exercises can help tone certain areas of the body, but to lose the fat you need to go on a diet.

Eat a well-balanced diet, lots of fresh fruit and veggies and do 45-60 mins of exercise per day, cardo. after the cardo do lots of forward and side to side lunges. Keep that up for at least six months and you should see a great difference.

For me, my thighs are pretty big... but I play soccer and it's all muscle. My advice is to just run and kick a ball. I don't know if it will make them smaller. But they won't 'jiggle' like you say.
