Hi Gayle...consider Nature's Miracle Just For Cats found worldwide at most pet stores. It's an enzymatic neutralizer which works by breaking down urine proteins by thoroughly soaking the areas affected and allowing to air dry. Repeated applications are necessary for heavily soiled areas.

If the spot is still wet,try to soak up some of it. It probably went through to the floor or carpet under it. Put something under your rug so more doesn't go through( an old folded towel). Use another old towel or lots of paper towels to push down from top to soak up the excess......don't rub it. When you think you've gotten most of it, spray some Natures Miracle on it. You can get it at the pet store. Make sure you cover the pee area.....probably twice as big as the spot looked and enough for it to soak as much as the pee did. Then just wait for it to dry. If you have carpet under the rug then move the rug over and treat that as well. Good luck!
