All twelve months have 28 days (at least.) And since the English use the same calendar as we do in the US, yes they have a 4th of July. In fact their July has 30 other days to go with it.

every month consists of at least 28 days but February is the one with only 28 days, 29 on a leap year. And yes England has a 4Th of July, it is a date on every country's calendar.
