You never want to make a dog 'afraid' of anything. Instead, train him not to go up them (gently) or use a baby gate.
Hitting, yelling, and other abuses are just bad ideas.

Why do you want your dog to be afraid of stairs? IF you dont want him up there then put a baby gate up.

That is too high a goal. Just put a baby gate at the top or the bottom. I used to just step really high over mine so that I didn't have to keep opening it and closing it. There are electronic sound pads that will let out an alarming sound if stepped on. This is supposed to work, but I haven't tried it. You can find it at
www.valleyvet.com it is called a "scat mat" uses a 9volt batteries.
Good luck.

Unless you want to have a dog who is unpredictable and will eventually end up biting someone - don't try to make him afraid of anything.
Get a baby gate.

I've tried everything, bitter apple spray, small toy alarms that go off when they sense motion, nothing works...The only thing that works is a gate.
