"Fluorescent paints...contain fluorescent chemicals... that absorb ultraviolet light and use its energy to produce visible light. Fluorescent paints...contain enough "phosphor" for that purpose."

It's a very thick latex paint containing a bunch of very tiny reflective glass beads in suspension. When light hits the beads, they reflect most of the light back at the source, kind of like when you shine a light into a dog's or cat's eyes at night. Because they're so close together (the glass beads, not the animals' eyes), a lot of light comes back at you.

Umm...i know it works if you crack open a glow stick and then write with it...and they probably make some glowing paint that you could use.
