Hi there,
I got two thing, but they are not pleasant.
1. You probably have a corrupted download. You have to do it again. Dial-up, ouch! I would goto your nearest library, bring a thumb drive, and then download it and bring it home. You can pick up a 256 MB thumb drive for about $10 from any store.
2. Sometimes windows installer gets corrupted and will not install win32 applications. In that case, you may need to do a windows update. OUCH again.
You really should, need to upgrade to broadband. If you are out, way out in the country and do not have cable or DSL, try http://www.wildblue.com
Good luck,
Tom

Working with a slow computer can be time consuming as programs/ applications take a long time to start. This problem is more pronounced in computers which have been used for 6 or more months. More information at http://fixit.in/slowcomputer.html

dell computers are very good. your problem is that you need med-speed or high speed. I have high speed , my sister dailup because the wires and proper equipment do not go to her house.
she lives in the country. she was very surprised to see that ,what took her 1/12 to download, she downloaded it in a few second from a high-speed modem ,which is supplied by your supplier. or call 1 800 847-4096 , also www.dell.ca, goodluck

Sounds to me like maybe the download got corrupted. If you know someone with broadband, beg them to download it for you and burn it to a cd. Or you can try to download it again, if you have time.. lol
