Well, why are most six year olds hyper and act maniacal? its cuz they're young. A 9 month old dog is like a 6 year old child.Your pup will calm down eventually, as it comes with age. If you have problems with barking, I will suggest bark collar training. CAUTION: NEVER USE SHOCK COLLARS ON DOGS, IT IS PAINFUL!! I TRIED IT ON MY ARM AND IT HURTS!!!!!!! Instead, use a Gentle Spray Bark Collar or the one I use on my dog, a collar that, whenever he barks, it makes a high-pitched noise only dogs have the ability to hear! These 2 are safe and helpful!! SHOCK COLLARS ARE NOTTTTTT!!!!!

Glad I can help!! ;)

The best thing to do is to train her when she is not around other dogs.
It is best if you spend a few minutes each day training her, and soon you should see a big change! Also, never train her to the point where she is bored, or it will start to become much harder.
First what you want to do is get the dog all wound up so that she starts barking, then you want to start saying QUIET over and over in a very clear, stern voice. As soon as she stops barking, even if it's just to take a breath or to pause, praise her and give her a treat. Keep doing this a few minutes every day, and you will notice that she will start to understand what "quiet" means.
Be sure never to praise her or give her a treat when she is barking or misbehaving.
Also, it is very important that you reestablish yourself as the alpha of the pack. You have to show your dog that you are the boss. So, if there is another dog, and she starts barking and going crazy, stand in front of her (between her and the other dog) and stare her in the eyes. If you mean business, she should step back, and perhaps sit down, or look away from you, and be quiet. When this happens, praise her and give her a treat. This will never require you hitting her or screaming, just stay firm.
It may take some time, since she is 9 months and has not been trained before, but I promise with some patience and dedication, you will be able to do this!
Good luck to you!

Maybe you shouldn't have a dog or should get another dog.

Most dogs will react this way to seeing Dogs,.. EVEN CATS would freak out if they saw other Cats. They are Social and Terroritorial creatures. There is also some paranoia...

I don't expect you to get a Puppy to stop freaking out every time there are other dogs. What you need to do varies on the circumstance though. If your walking them or something you need to distract them and change their focus. Like maybe tap them with a leg, or their leash, or a stick,.. don't hurt them... just draw their attention away and don't pay attention to the other Dog,.. keep walking or stare over and past it.

If it's while your Puppy is at home. Give it up,.. it's like seeing Aliens flying around outside your Window,.. the dog has NO CLUE what's going to happen and is panicing. They are sending out an alert " INVADERS! We may be in Danger!"

She may just be an energetic dog by nature. Exercising her more will help.

I ran across an interesting thing - that wolves/dogs yawn to reassure each other and calm each other down. Yawning in front of your dog might help when she's nervous (though I don't think it will help much when she's going nuts!)

Benedryl. Give 1 to 2 mg per pound (either a 25 mg or 50 mg tab). This will give your dog a cool mello until she gets past the "teenage" phase.

Second option is obedience class!

Use a water bottle and give her a squirt in the face every time she barks at dogs. I've heard that it helps.

read the book from the "dog whisperer", Cesar something. He's on Oprah. He trains dogs for the stars.
