How do you get this effect when taking a picture?

Set your camera's shutter at 1/30th second or 1/15th second (use a tripod) while on Shutter Priority and camera will select the correct aperture; use a cable release to prevent camera shake as you press the shutter button and remove your finger.

Added to the previous answers I would use manual, select a small aperture say F16 or even F22. This will give good focus across the scene and will have the happy coincidence of forcing a slow shutter speed. As previously indicated, use a tripod and the rest is a matter of getting the mutt to cooperate. This will be the hard part!

For a variation you could also use flash, this will give one clear image of the mutt with ghosting around as well.

Use a tripod, in doing so this will give you a crisp background. Set your shutter speed below 1/30 second, use a cable release to keep the camera steady during a slow exposure(this is a chord with a button on it that triggers the shutter), and take your picture while your subject is moving.

I personally prefer the second one of the two, but maybe just a little bit lighter would improve the picture.
