Yes or No? If yes, how could this adult realistically become a Millionaire here in the US considering the circumstances? If no, how can Free Will exist?

Why would he want to be a millionare? He merely needs food. Go help him, now!

Yes. He HAD the free will to do so. Not to much time for it now though. In the couple hours he has left, he can work towards getting an appointment with the US embassy for a visa. He would probably die waiting in line, but his free will would have been actively pursuing the dream of become a US millionaire. So you see, we CHOOSE to do anything we want. This does not guarantee that it will happen. Don't confuse results with free will.

The free will issue has to do with the ability to choose God, not whether a penniless African can be a millionaire.

No, he wants only to live for another day. Besides as you frame your question, you say a US millionaire. He is African, and would first have to be accepted into the country and become a US citizen...
So it's not "his" free will, but the system letting him do it, before he can accomplish anything.

You're confusing free will with available resources. EVERYONE on this planet has the free will to become a millionaire, but not everyone has the tools or knowhow to see it come into fruition.

Well, he has free will, and so do other people. Wishing isn't the same thing as free will, though. If someone else wants to give the man a million dollars and a US visa, they can exercise their free will to do that.

He has the free will to choose what he wants to be. Free will doesn't mean he will become what he wants to be.
