It is best to get a tattoo while you are sitting or laying down and perfectly still so the artist does not may any mistakes. Having one done while pedaling a cycle is very hard to do and the artist may not be good at riding a bike, so go to the parlor and let him/her do their thing in the comfort of their own environment.

its fine to do anything while on your cycle, though it can actually affect how painful it is. some women are apt to passing out/extreme pain when theyre "on" and others have less feeling.

its fine while on your cycle, just not when drinking or if your blood has been thinned, makes the tatoo bleed easier, and also increases the risk of scarring

It is safe, but it will be more painful. Avoid caffeine 24 hours before too.

why would it matter? so your uterus is shedding its lining this week...what does that have to do with getting a tattoo on your skin?! unless you are trying to tattoo something REALLY freaky down there...

yes it's fine but you may be more uncomfortable than usual. and don't take any meds before hand. (midol, advil, tylenol etc)
