The chances are less than 1%. I believe that it also depends on the method of tubal ligation.

the chances are pretty slim but it does happen. Not sure why but after your tubes have been tied for 10 years the chances of getting pregnant does go up but not sure by how much.

You know looking up statistics really isn't that hard:

"0.5% per year (1 in 200 women who have had a tubal ligation will get pregnant per year)"
http://en.wikipedia.org/wiki/Tubal_ligation

"Sterilization is more than 99 percent effective in the first year. In following years, there is a limited possibility that tubes may reconnect by themselves. Up to one out of 100 women become pregnant each year after sterilization. About one out of three of these pregnancies are ectopic (developing in the fallopian tubes) and may require emergency surgery."

"Pregnancy (the failure rate is around one in 200). "
http://www.betterhealth.vic.gov.au/bhcv2/bhcarticles.nsf/pages/Tubal_ligation?OpenDocument

"A recent 10-year study by the CDC showed a 1.9% overall failure rate with a range from 1-4% depending upon the method of tubal ligation. These rates approach those of contraceptive failures. Younger women have a higher cumulative failure rate than do older women ranging from almost 5% in the 18-27 group undergoing bipolar coagulation to 0.6% overall in the 34-44 age group. About 1-3% of women undergoing sterilization seek to have a reversal of the procedure at a later time. Women who are under 25 years of age and who are having marital difficulties at the time, have the highest regret rates. "

It does happen. One of my best friends was conceived after his mother had her tubes tied. We pick on him all the time.
