Generally, salt shakers have several small holes on top of container, which are small enough to require a shaking action to get an appreciable amount of salt to pour out.

Traditionally, the pepper shaker in the set can be identified from the salt shaker as having five holes as opposed from the salt shaker's four holes. There is a debate, however, as to the authenticity of this notion.

That's from Wikipedia, so there you go. The one with the least amount of holes is for salt. I agree with it since salt comes out easier than pepper, so it makes sense to have fewer holes for it.

I would use the least but a salt shaker should have smaller holes than a pepper shaker

From reading the previous posts it appears that the decision is based on whether you grind your own pepper. I have always used the shaker with the larger holes for salt and the smaller holes for pepper. I guess it also depends on which seasoning you want more of on your food. Do you want more salt or more pepper?

salt has the biggest holes and the most holes go to a store and look at the ones marked with s & p

Salt = more holes because you are more likely to want more salt than pepper in your food.

Pepper = less holes because otherwise you get too much of it and it ruins your meal.

The salt shaker is supposed to have more or bigger holes, it is a larger granual that finely ground pepper, unless you use a pepper grinder for coarser chunks.

Less for salt. More for pepper.

Pepper tends to be larger & more irregular than salt so you need more holes to get a good amount.
