Hi, that's a shaving rash, basically the hair follicles have become inflamed due to the shaving, to prevent, make sure you wash your legs thoroughly before shaving and use a clean razor. Personally though I would wax, you don't get any of this hassle at all, i use wax all over my body.

Sally Hansen makes a product called "No More Bumps" - it is moist pads in a jar. It's about $5 at the regular drugstore and it works pretty well to get rid of them. You wipe on the pad after you shave. Works great on bikini line! Other ways to prevent can include making sure your razor is sharp, wait until you've been in the shower or tub 5-10 minutes so the hair is soft, and make sure to use some type of shaving cream or moisturizing soap like Dove. Some people even shave with lotion instead.

Its razorburn. There's not a lot you can do aside from trying a shaving cream for sensitive skin and buying a good cooling aftershave product. Sometimes, however, it just takes a few weeks for your skin to acclimate to shaving. Your best bet however is to try waxing.

You could stop it by using skintimate for sensitive skin or you could stop shaving your legs all together.
