Well it depends on what you are doing, basically you'll never know how your mixture works on paper until you apply it yourself.
The palette gives you a basic representation. That's all it's meant to do really.

usually on the palette. you are able to mix a large amount of the color on the palette and use it through out the painting. mix it on the paper and it is difficult to get exactly the same color twice

Try both.My style is layer by layer on the paper,this makes a very realistic painting.It is easier to do a flat wash by mixing on the palette.

depends on the final product you want...to get a certain color..on the palette..to layer..on the paper

IT DEPENDS ON THE EFFECT YOUR DOING. IF YOU WANT A EVEN TONE THATS THE SAME COLOR ALL THE WAY THROUGHT MIX IT IN THE PALLETE. IF YOU WANT MORE DEPTH IN IT WITH A LITTLE STREEKS OF THE DIFFRENT COLORS MIX IT ON THE PAPER.

i've been told you go from dark colors to light on the paper. can't swear to it.
