Yes, there is such a thing. It's a secured credit card. Basically you put a few hundred dollars on the card and you use it to charge things. These are mostly used by people who have no credit or bad credit where they are trying to build or rebuild a credit score. As you use the card for charging or "spend" on it, and as you make payments on time and regularly, you are building a good credit score. But like any other card (as far as I know) if you don't make payments on time or become delinquent, it has just as negative an impact on your credit as any other delinquency on a credit score.
Be careful though. There are tons of offers online for credit cards that claim you're "pre-approved" and when all is said and done, this is a secured card where you put lots of money down just to get the card, and they immediately take money off the top for "fees and maintenance" that can often take up to $150 off the card. So say you get a $300 secured card and the fees assocated with it are $150, you have only $150 left to spend of, essentially, what is your own money to begin with, and if you don't pay off your purchases, they'll charge you astronomical finance charges.
If you're just looking for a way to purchase things online without having to wait for checks to clear, use your bank card. It's just a card issued by your bank and you can use it online or in stores like a credit card (it will have either a visa or mastercard logo on it depending on your bank) and it is run through like credit but is debited from your account. If your ATM card has a visa or mastercard logo on it, you can use this to make online or in-store purchases. If it doesn't, it's just a card to let you withdraw funds from ATM machines, so you'll need to request a card from your bank.

There are bank cards (credit cards) where you put money in a bank account and use the credit card. The money in the account is a "guarantee" to be sure you will make the payments. Also, many banks issue "check cards" against your checking account that function exactly like a Visa or Mastercard (depending on the bank).

Yes its a per paid cerdit card, ask at your local bank. A friend of mine has one, and i know from time to time she puts money on it. But i dont know where she got it from, like i said ask at a local bank.

yes. go to any major supermarker and ask for a pre-paid gift card from MasterCard or Visa (but not for one of the actual stores gift cards!)
