I'm a US university student studying abroad in Stuttgart, Germany for a year. I've got a craving for Taco Bell, and there is one in the US base just a few kilometers from here (Patch Barracks). I am not affiliated with the military in any way. Do they let average citizens on base to eat (for example), or do they only allow military people on base?

only military are allowed on base. just find an enlisted person and ask them to go get you some, most would do that for ya.

Good answers but if you are in Stuttgart, male or female do ask any soldier but better yet buy one a beer, but there are several Mexican places in town, well one, several burger places and I suspect fast food in recent years.
You cannot even get on most stateside bases anymore.
Hey, you could apply for a job, part-time on Post?

I work on an Army Base and we have a visitor control office at the front gate. Just go in and ask for a Temporary day pass and you should be able to go in for the day. Ask the gate guard where the office is.
