Why are there stuffed animals placed on the side of roads and highways? Are they memorials and why?

Yes, sometimes people build small memorials on the side of the road, usually because that is the spot where their loved one died.

I believe that they are memorials for a child who died at the place where the stuffed animal has been placed. It is very sad to see that.
