he loves me and he has told me this but i dont have those feelings for him yet and i feel really bad that i cant say it back because i only say those words if i mean them....so i cant say them yet.....what do i do? i am sooo confused.

well, this will help you tell him how you feel.....
Send him love notes: tell him how important he is to you. This might involve subtle hints, compliments, or mentions of how glad you are that he's involved in your life. Ie; "Talking to you is always fun/I love it when we can just hang out and talk."
Give him homemade cookies; or just anything homemade in general. It'll show that you were thoughtful enough to go out of your way for him.
Hug him and provide support when he needs it. If he doesn't want to speak about the issue, don't push it-- just let him know that you care enough, and if he's willing to talk, you're willing to listen.
Find a private place for you to talk with him. Propose the idea beforehand, see his reaction.
Tell him you love him.

well, depending on how old you are...
if you're 15 or younger, no way can he really mean it that he loves you, i've been there, so don't feel bad about not saying it back. just say it back and lie, or tell him that it's not that serus for you.
if you're 15 to 19, take a break for a while to sort out your feelings.
or tell him that you're not sure that you do, but be nice about it. or look into a matchmaker point of veiw, do you think that it could last? or do you think that the two of you could ever get married?
and if you're 19 or older, tell him that you're sorry, but you don't love him back, ask him if he wants to take a break and see other ppl to see if you really do love him. just break up with him.
i'm only 13, but i do know alot, i've read so meny books on it that i could wright a book, and someday i will, but i also have first hand knolage, if you're 15 and younger!

if you don't have those feelings yet thats ok just tell him that you don't feel that way yet and then try getting to know him better so that way he doesn't feel hurt

there isnt anythin concers u since u dont have any feelings for him. dont waste ur time, tell him directly, or try to be friends with him first. maybe you'll find him something attractive later...
