No, not a cop-out, just trying to rationalize why God lets bad things happen. In reality, we just don't know the answers!

EDIT: personally I believe in free will. God lets us make bad choices, even when the consequences can be harsh.

Very much so.

Consider - you are walking down the street and you see a young child in grave danger. It is completely within your power to help the child and involves no risk to yourself. What do you do?

If you help the child then you are a good person.
If you just stand there and watch the child suffer then you are a monster.

Since right and wrong are, apparently, absolute values then they must apply to everybody.

i have the power to do lots of things but choose not to do them. Why should it be any different for God? He has immense power but often chooses to let us learn from our errors. He could just as easily swoop down and rescue us from our folly but we'd learn nothing in the process.

God wants us to accept Him by faith. It would be easy for us to beleive in Him if He proved His existence, but this way, we can see who His TRUE followers are... Those who beleive by faith, and by our free will.

"The Lord works in mysterious ways!"

"His will be done!"
