Pneumonia is a the result of a respiratory infection, so pneumonia itself is not congatious, but if there was a bacterial infection that caused pneumonia to develop in the first place, then that bacterial infection is contagious until the person is on antibiotics for at least 24 hours.

If its caused by a bacteria then it is. There a a lot of contagious bacteria that do cause pneumonia.
if its any other pneumonia like aspirational pneumonia then its ok until an infection sets in.

streptococcal pneumonia is contagious, I understand that other pneumonia's are not contageous
