Think about whether or not you could get the equivalent car abroad or in Ireland for a lot less money.

Decide on the type of car you want and research the prices etc.

Assuming you have a license, there are payment options to think about - eg cash, loads of credit options etc... New, nearly new or used? Private seller or dealer? Which car? Road tax, MOT (if car over 3 yrs old) and insurance to think about. Different cars will cost different amounts for all these variables; eg a small economical car will cost less in road tax and insurance, etc. And NEVER buy a car from someone you know. If there are problems, you and they will not be best buddies any more!

Size of car (for parking etc)
Performance
Condition
How long you want it to last, i.e do you want a banger to start, in case you have a bump or 2?

Always take an experienced driver to look at a car you wish to buy.

Good service history, long MOT + tax, no outstanding finance, no funny noises, no strange smells, no oddly coloured exhaust smoke, signs of accident damage... take an experienced car buyer with you! ask LOTS of questions from the people you buy it off. Buy the Auto Trader, it has buying + seling tips in it.
