Have one made at a picture frame shop. There is usually one in an enclosed shopping mall. They can make a frame with any material and any size.
For the size you want, you should consider getting a piece of plywood as a backer. Otherwise, the frame will not be able to hold it's shape.

You will need to get a custom frame for that size, I believe. If it is a poster, you could get the poster mounted on foam core (inexpensive) instead. To make the poster stand out, you can add two pieces of wood on the back with glue (hot glue gun or wood glue). These would be 2" x 14" (something like that) added to the short ends. When the poster is hung on the wall, it is 2" away from the wall which creates a nice shadow effect and looks a lot better than just hanging the poster directly on the wall.
