If you doubt what he says then there's the problem right there. A guy doesn't usually say that unless he means it. Also if he shows you in addition then there's your answer.

It won't be when you want to hear it. It shouldn't be if he thinks you need him to say it. He does not have to say it to prove that he does. It is geniune when he shows it, and you don't doubt it, then finally he comes out and says it in the sweetest way and the moment was pure and innocent. It is love.

in how he treats you. Love has to be not only in words but in actions.
funny story, i knew my b/f and now husband meant it the first time he said "i love you" cuz he said it in his sleep haha! he still does to this day, he will be asleep and say completely coherently that he loves me so much and wants to be with me forever and i'm the most important thing to him in the world. THAT is how i know he loves me :)

If your under 21 I would question his motives. If over 21, then you should have a solid head on your shoulders and would be able to tell.
