What is the best least expensive website building software if you want to start an online business?

Dream weaver is the best, but Microsoft office has a program called front page which does this as well. It works very much like word.
Dreamweaver, if you take the time to learn it, it will build a much more dynamic site.
In fact now that I think of it, frontpage is for twelve year olds, get dreamweaver, and spend a week or three learning it while you build a really nice sight.
also if you can get a copy of Photoshop with Image ready, you can design it in Photshop/Image ready, cut it up into functional sections, and then put it back together in dreamweaver, that would gget you the most dynamic design.
However if you just want a page that reads like a business card, stick with frontpage.
If you want a SHOPPING CART, then get dreamweaver and study.
