Laser hair removal is permanent. Go to a derm. Its called light sheer and most likely will take more than 1 treatment. Its not that painful, about a 6 on a scale of 1 to 10.

Note: the lightsheer lazer works on darker hair rather than blond.

Be careful on this one. Most of the things that work in removing hair are also very likely to damage the skin and you can't afford to have damaged skin.

Be especially careful with laser, which at first seems an obvious choice. It may cause bad burning and it is quite likely to cause permanent discoloration.

Electrolysis takes forever, is very expensive and is quite likely to cause scarring and can cause discoloration.

As regards short-term solutions

Depilatories can cause burns and they smell dreadfullly.

Waxing/plucking/threading/sugaring/epilation can be really irritant and suffer from the impossible difficulty that you have to let the hair grow out again quite a bit before you can repeat the exercise.

That leaves shaving, which is what I would suggest is the least-bad option. If you're afraid of cutting yourself, use a men's-stype electric razor, but make sure the hair's no longer than just visible when you use it, otherwise it'll make a mess of things. They're not designed for anything longer than very short stubble. Not a permanent solution, but it only takes seconds and it's not going to cause any damage.

There's a great, new process available at spas and some doctors offices called laser hair removal. Actually uses light pulses somehow to permanently remove any unwanted hair. Not sure how it works or how much it costs. I'm planning on seeing my doctor about it too!
Good luck!!

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
