150: Box junctions. These have criss-cross yellow lines painted on the road. You must not enter the box until your exit road or lane is clear. However, YOU MAY ENTER THE BOX AND WAIT WHEN YOU WANT TO TURN RIGHT, and are only stopped from doing so by oncoming traffic, or by other vehicles waiting to turn right. At signalled roundabouts you MUST NOT enter the box unless you can cross over it completely without stopping.

No, you should only enter a yellow box junction when the way is clear and safe to do so. Your exit must also be clear as otherwise you will be blocking the junction, the purpose for the yellow criss cross lines. It is a fairly basic error for a driving test and you can also get caught on driving cameras!! Safe driving!!

Interesting question. Not if your exit is blocked by traffic in the road you are turning into. If you are turning right but waiting for vehicles coming the other way and your exit is not blocked you can.

I always wondered what would happen if you were waiting to turn right into a road which was clear but then that road got blocked by cars coming the other way turning left.

No, you can't enter a box junction at any circumstances if your exit is blocked. In London, you will get fined £100!
