During Jesus' baptism the Holy Trinity were together at the same time: Father, Son, and the Holy Spirit. God said: "This is my Son, my beloved Son", and the Holy Spirit came to Jesus in the shape of a dove.
Then, during Pentecost Christ sent the Holy Spirit to help the Apostles to speak in other languages and spread the Gospel.

Yes. The Father sent down the Holy Spirit at Jesus' baptism it was with him and after the resurrection Christ sent the Holy Spirit to us.
