Salt should go into the shaker with the most holes or larger holes. The reason is twofold. First; most people want more salt on their food than pepper and don't want to spend all day shaking it out. Second; Pepper is Ground finer than salt and comes out faster. So you would not want the pepper to be in the shaker with the most or larger holes in the cap.

Remember that pepper until recent had to be milled by hand or grind by hand so the holes in the shaker were made a little bigger, or they made more holes so some would fall through. Good question.

Salt goes in the shaker with the LEAST amount of holes, this is because too much salt affects the taste of your food a lot more that too much pepper. Salt also has smaller grains and comes out faster than it's bigger grained counterpart (pepper). Check out this site....http://en.wikipedia.org/wiki/Salt_shaker

Salt goes into the larger number of holes whereas pepper goes in the smaller. This is due to the tradition of using salt as a preservative and pepper was used in moderation for flavouring.
