When birds get colds they become quiet and lethargic. So watch him. Make sure he stays out of drafts. Birds can stand cool temperatures because they live through cold nights in the wild. Poofing feathers could mean there is a threat in the home (new people around?) or the bird wants to mate (how old is he/her)
So your bird isn't necessarily sick, but to keep him/her healthy be sure there are no drafts around him/her.

He IS cold. He must be near a draft. Move him. If that doesn't help and you can't warm up the house, cover his cage with a towel to keep in the warm air for a while.

It's important to keep him warmer. They are extremely susceptible to cold drafts. This can be life threatening. Don't move him on top of a heat vent either...just near one. Your bird will be comfortable as long as you are. cockatiels are from Australia which has a big range in temperatures. The biggest thing to avoid is drafts. Your bird will become sick more from a draft then it will from cold temperatures.

Birds fluff up their feathers when it is cold. They do so in order for their bodies to heat the trapped air in their feathers to keep them warm. Be sure to cover the cage with a blanket at night and keep it out of drafts.

By instinct birds will hide the fact that they are sick, because in nature, a sick bird is an easy target. By the time you can tell it's sick, it will be very, very sick. So if you have any inkling there is a problem get your bird to a bird vet right away!

He is not sick, he kinda mirrors my tiel, when he comes out of the cage and preens he shakes and sometimes will stay puffed up for a couple of minutes before he relaxes a bit. As long as he is in his normal routine I believe he is fine, just needs to shake some of the powder out of his feathers. If he does it to much he has a perch in the shower and will sit there until I turn it on. He really know what to do to get rid of an itch.

Try heating up your home, or taking your teil to a heated room. If he poofs his feathers often, he most likely is cold, but if you see them actually poof their feathers from shaking, then that means that they're just relieving stress.

Could be, put a lamp without the shade on next to the cage and cover half of the cage. Be care not to catch the cover on fire.

They puff up to stay warm. It should be fine as long as the temp never drops below 60 degrees fahrenheight.
