They do use call centers in India.

I work for Mesa Airlines and Go Airlines. We are located in Pheonix, AZ. No outsourced call centers here! Yay!

American Airlines - Dublin, Ireland, and some in the US
Lufthansa - There's one in Peterborough, Canada
Air Berlin - Berlin, Germany
