You can download Microsoft outlook EXPRESS for free. Just search for it on Google. The real Microsoft outlook, though, needs money.

there is a cost for Outlook, but outlook express is free and comes with your computer.
There are some other email programs out there that are free.

No. (Not legally anyway.) You'll need to either purchase it from a retailer or purchase a product that includes Outlook. (A Pocket PC based PDA, for example.)
