I know Mexico receives foreign aid from us but does its government in turn help others, especially those countries of other continents? Does it accept refugees from war-torn areas of Africa or disaster-affected areas of the Far East? Are there humanitarian organizations there that help world hunger, disease, environmental causes, etc.?

No. Their government gives no money out and also encourages their citizens to make a run for the border, and I'm not talkin about goin to Taco Bell.

It does, but it doesn't have a lot of money to work with on these things. But it does help other countries.

Incidentally, Mexico tried to help the United States after Katrina hit. After reports that there were low supplies of food and medicine in the Stadium people had taken refuge in during the storm, Mexico offered 5 tons of grains and various supplies of medicines. They were refused. And for the record, they weren't the only country that was. Money was refused from Iran, two cruise ships offered by Greece to house 2500 people was also refused. FEMA has yet to explain why. It was under Brownie's leadership that all of this was refused (and since his leaving FEMA did take more from other countries, including grain from Mexico).
