i have a question about batts.?

Ok, so I was wondering if I need to really fully charge a battery the 1st time i use it or maximum length. what happens if you don't?

It depends on the battery technology.

If the manufacturer recommends you do something like charge for 12 hours before 1st use, then it would be wise to follow these instructions.
