Yes. The baby is an American citizen with full citizenship rights ~ even if both parents are illegal and not just one.
The illegal parent is not a US citizen though. Nor do they have any rights as a citizen would.

I doesn't matter who the parents are, if the baby was born on American soil, it's American- they could deport the parents (and the baby), but the child will be able to come back as an American at the age of 18.

If the baby was born in the US, then the baby is an American citizen. If the illegal and the mother are not married, then the baby automatically takes the citizenship of the mother.

If the child was born on U.S. soil, he/she is automatically an U.S. citizen. Some illegal immigrants are aware of this. They purposefully sneak into the U.S. and have a baby. They hope that they can convince U.S. officials that they need to stay with their poor, US baby in the U.S. If the parents are separated, I think that the U.S. citizen can apply for custody of the child.
