2 cups white sugar
4 eggs
1 cup milk
2 1/3 cups all-purpose flour, sifted
2/3 cup unsweetened cocoa powder
4 teaspoons baking powder

Would i also still have to put in some baking powder?

use the same amount of flour in the original recipe

if in doubt put in one tsp of baking powder. it cant do any harm

Just ignore the baking powder- 4tsp is less than 1/20 of a cup.

Depends what the Dickens you are trying to make !
Stick some rum in, and it could be a most interesting chocolate pancake or six !

I would ignore it it's only for raising your creation and if your using sr flour then you have no worries
