You take an x-ray it goes to the doctor, your blood test results, or any other diagnostics procedures and therapies you go through produce medical data. Do they belong to the patient, the doctor, or the insurance company?

whats the use of keeping it wt u when u cant understand them.... doctor need them to treat u its not like they like collecting it n trust me its much safer in there hands

The records belong to the Dr. that you went to, but the patient is able to get a copy by filling out a release of medical information form. The insurance company also has to have a release of medical information form filled out with the patients signature in able to get any kind of medical information from the patients chart.

The medical records are the property of the physician but you have the right to your medical records (copies at least) as per HIPAA (just google it). The only exception may be some psychiatric records.
Different states have different regulations about how you can get copies from your physician (time frame, cost...).
The insurance company (including Medicare, Medicaid...) also has a right to your medical records as they have to determine if and what they should pay.

Your medical records belong to you, the patient. They are housed and protected by the medical facility. No one can read, obtain or make copies of the contents of your record without your permission. This violates the HIPPA privacy rule for hospitals and the hospital could get in major trouble. You can request your records and copies of lab work, exams, etc.
