Hydrocephalus means increased cerebrospinal fluid around the brain, sometimes called water on the brain but that isn't a disease. Meningitis is infection of the meninges or covering of the brain and can be bacterial or viral. Encephalitis is swelling or inflammation of the brain and can be caused from any number of infections agents primarily a virius and isn't a disease in of itself. Something called Jacobson's disease doesn't appear in any of the medical dictionaries or info I have.

Encephalitis is inflammation of the brain tissue itself and is usually caused by viruses. Bacterial infections of the brain is more rare. You can also have something called prions causing infection- this usually manifests as Jacob-Kreutzfeld disease or Mad-Cow disease.

Meningitis is an infection of the cerebrospinal fluid which is a fluid layer surrounding the brain. Meningitis can be either bacterial or viral.
