Just for consistency, I usually do it in the morning, before eating or drinking anything, naked, after using the bathroom. It eliminates any effects from different clothing or extra non-digested stuff in your system.

You should probably weigh yourself in the morning before eating, for consistency over time. Whether that is your true weight is an interesting question, because when you start eating and drinking fluids, you weight will go up during the day. If you can stretch out the periods between meals and cut down on meal size, and stop eating 4-6 hours before going to sleep, you will maximize your chances of seeing your weight drop a little every morning.

When you wake up. Fact is you just went 8 hours without food and water. That would be most accurate. Only weigh once a week. Your weight will fluctuate depending on sodium and carbs eaten the night before. Carbs and sodium will retain more water weight. Better yet, eat the same meal the night before you weigh.

Right after you wake up for the day. After going that long without food or water is the best way to keep your body consistent for the weigh-in.

The morning, right after you go to bathroom and before you eat. Another thing to remember is to always weight yourself at the same time of day since your weight flucuates throughout the day.

The same time of day. That is, always before breakfast or always before bed or always after lunch. That way you can consistently see changes.
