Can i scan the document, then send it from email to a fax?

Yes, you can end a fax via email with no phone modem.
All you need is the appropriate software :

Nope. Two different animals. To fax you need a fax modem or fax machine.

If you have dialup, you can fax from Word if you have it. You cannot fax from DSL or broadband, or wireless.
