i have found that steaming is the WORST way to remove wallpaper, for this reason. even w/ drywall, it will soften the seams leaving much repair work to be done. although the only problem it causes is aesthetically. the best way to remove wallpaper w/ no damage is dif wallpaper stripper. some people have told me you're not supposed to use it on plaster, but i have many times w/ no problems. nor does it irritate skin as some claim, trust me, if it were going to irritate skin it would irritate mine. one concern i have is that it is softening plaster, not a usual problem. was the plaster fully cured before the wallpaper was put up?

U may be keeping the steamer on to long.
Run a sparpy knife through the bulging areas and replaster.
