I was thinking that too. It just happened to me the other day at work. This guy came up to me, but just stared without saying anything. I knew I had to say something or else he'd stand there for an hour. I just made casual conversation & it was fine. I think they are just shy & are secretly wanting us to make the first move evn though they know they're supposed to.

just try asking them if thry would want to talk to you i think most guys are shy when they are staring at a good looking female i know i am but are waiting to see how the female responds so give them a response and try saying some thing verbally not non verbally or by the eyes we generaly are not good readers of noverbal responses
