To my knowledge, he is not allowed to bill Medicaid. Only participating providers can. In fact, a non-par provider does not see Medicaid patients.

Some states do allow non-participating providers to see Medicaid patients. Every state runs their medicaid program differently. Are you being asked to pay the bill or submit it yourself? Your provider can call Medicaid and they will tell them how to bill it and if they can bill it. If they're asking you to pay something, they would have had to have you sign something agreeing to pay.

Where I live the provider bills the patient and the patient pays the bill, then requests reimbursment from medicaid, but that may now be the way it works on your plan.
